Woolley and Lawrence began work on the Sinai report during the final season at
Carchemish in the spring of 1914. When war broke out in August, the Turkish government did
not immediately commit itself. Kitchener hoped that Turkey might remain neutral and urged
that the PEF archaeological report should be published as quickly as possible in order to
allay any suspicions about the purpose of the expedition. Lawrence worked on the report in
Oxford throughout the summer, consulting earlier sources in the Bodleian Library. In
October, when he went to London to join the Geographical Section of the War Office, he
returned the text to Woolley.
This letter from Woolley to Hogarth probably dates from late October; Lawrence saw it
shortly afterwards, and added a note protesting at the insertion of his name on the title
page. His objections were over-ruled, since he had in reality contributed substantial
sections of the text.
